Teachers without edition can now also access TAM

Summary

getManagerPortal was wrongly checking that only people teaching a course (isTeacherOfAny) can access TAM. Now anyone with staff account (isStaff) can access.

How to review

Try to log in with a teacher without an active edition currently and see that you no longer get "access denied". You can also see that other teachers and students can also still log in.
