Button to stop recurrence

• There are buttons to stop and start recurrence of a base recurrent project
  • Stopping recurrence sets the status of the project to disabled
  • Starting recurrence sets the status to "update pending"
• Update recurrence explanations accordingly when the recurrent project being viewed is currently disabled
• Do not allow deletion of a recurrent project unless all of its descendent projects have been deleted
• Change the permission logic to allow clients to view disabled projects, and show them as archived
