Sharing solution for projects

Add shared_offerers and associated logic to share a project with one or multiple other offerers. This allows for sharing with individuals, sharing with companies and sharing with research groups.

  • the other offerers should have the same permissions, except deletion
  • it should not be possible to assign the main offerer as a shared offerer
