Resolve "Notifications do not use the correct language"

Martin Mladenov requested to merge 565-notifications-do-not-use-the-correct-language into development

Notifications are sent in the preferred language of each user. Emails addressed to multiple people (thesis interests and group creation notifications) are always sent in English, but on the website they also render in the preferred language.
