Modal Abstraction and Internationalisations (Only Admin So Far)

Added a modal abstraction and cleaned up lots of duplicate code in the views. There are still quite a few modals throughout the view that must be refactored, but this is a good start.

The abstractions still have to be used to refactor modals in the front-end as well.
