Fix viewing pending projects in the normal interface
requested to merge 513-coordinators-cannot-view-pending-projects-in-the-normal-interface into development
Fixed the permission check which determines which project version is visible to a particular user.
This also makes it so that coordinators see the latest version in the normal interface. But perhaps it was intentional that outside of the management panel coordinators would see only what other users can see?
