Resolve "Job offers should have a url pointing to it"

Description

Describe the issues resolved and the reasoning behind it. Used for sharing job offers, navigates to the job offer in question using the URI fragment. We also introduce a "share job offer" feature on the offerer side.

Screenshots

When a user uses this link it will auto expand the relevant edition posting and it will open up the dialog that is linked to the job offer.
