Move (enrollment) imports from the main bar to be a page accessible from course edition overview and enrolments overview

Imports (as in the management panel top bar rightmost) is a separate item on the menu bar. It should not be there, and instead should be a page linked from the enrolments overview page (in management panel) and from the course edition.
